Topic: Natural and Cultural Resources Regulations

Development in today’s North Carolina is constrained by many various environmental regulations. Often, regulations protecting natural and cultural resources can have project changing implications resulting in critical delays or unforeseen expense. These regulations can be difficult to navigate, and are sometimes overlooked during initial planning stages. This presentation discusses several key natural and cultural resources regulations and identifies the most common regulatory triggers to be cognizant of during project development. It also describes several due diligence studies to consider when developing the project scope, and notes a few common pitfalls to avoid to ensure that these regulations do not hamper project success.

Mr. Patrick R. Korn, PWS

Terracon Consultants, Inc.

Patrick is a Professional Wetland Scientist and the Natural and Cultural Resources Services Group Manager in Terracon’s Charlotte Office. He has a BS in Zoology and Natural Resource Management from The Ohio State University, and an MS in Biology from East Carolina University. Patrick has a wealth of experience navigating regulations surrounding numerous natural and cultural resources related obstacles, including; compliance with National Environmental Policy Act (NEPA) for both federal and local municipalities, Clean Water Act (CWA) Section 404/401 and Rivers and Harbors Act Section 10 compliance, Endangered Species Act (ESA) studies and coordination, and compliance with Section 106 of the National Historic Preservation Act (NHPA). Patrick enjoys rock climbing, mountain biking, golfing, and sampling Charlotte’s fine cuisine.
