Taruna is a result-driven technology service leader and planner with extensive experience in transportation planning and GIS, both as project manager and technical analyst. She has broad expertise that encompasses GIS application processes, resource planning, operations, and IT management. She has been directly involved in applied technology projects providing transportation technology solutions to the clients for streamlining the workflow, automating the processes, data analytics, and providing project management. After retirement, she wants to pursue her dreams of becoming a professional landscape photographer or painter, or perhaps both. Taruna serves as the President of WTS NC-Triangle Chapter and has served as Fundraising Chair and Treasurer in the past where she helped get the accounts in order and improve the financial stability of the Chapter.

Five years ago, Mr. Goodison moved from New York to build Atkins' water resources practice in North Carolina. Now as the Mid-Atlantic Division Manager, he oversees operational performance of contracts as well as the business development strategy throughout the Mid-Atlantic. Mr. Goodison serves as Principal-in-Charge on all contracts for the North Carolina Floodplain Mapping Program (NCFMP).

He teaches various leadership topics, leads personal development group discussions, and is also a financial coach. He has volunteered with ASCE since 2010 including his time as President of Phoenix YMF in 2017. Summary: Kord J. Wissmann, Ph.D., P.E., D.GE is the president and chief engineer of Geopier Foundations. Dr. Wissmann has more than 30 years of geotechnical-engineering experience and has led Geopier since 2002 in the development and implementation of Geopier’s multiple innovative ground improvement technologies now deployed worldwide. Dr. Wissmann earned Bachelor of Science and Doctorate degrees in civil engineering from Virginia Tech and a Master of Science degree in civil engineering from the University of California, Berkeley where he studied under the auspices of the late Professor Harry Seed and Professor Jim Mitchell. Over the course of Kord’s leadership at Geopier, he has transformed the company from a niche specialized aggregate pier provider into one of the top three global ground improvement companies. Geopier works in over 33 countries spanning four continents serving small to large projects with applications ranging from building support to highway construction to liquefaction abatement. Prior to Geopier Foundations, Kord held positions with Harding Lawson Associates, Fluor Daniel, and Shannon & Wilson, Inc., where he specialized in marine structures, seismic response analyses, and ground improvement. Kord holds 23 U.S. patents including patents for the Impact Pier, Rampact Pier, GP3, Armorpact, Densipact, GCC, Ductile Pier, and GeoSpike systems. Dr. Wissmann has authored more than 35 papers, is the past chair of ASCE’s Soil Improvement Committee, and is a past President of the Geo-Institute. Kord is a registered Professional Engineer in eight US states, including California. Kord was inducted as a Diplomate into the Academy of Geo Professionals, is the recipient of the Outstanding Civil Engineering Alumnus Award at Virginia Tech, and is the recipient of the 2018 ASCE WH Baker Award. Kord has lectured extensively as an adjunct professor and has conducted more than 100 short courses and workshops.

Summary: Representative Arp is with the North Carolina General Assembly representing Union County which is near Charlotte. Representative Arp earned a civil engineering degree from The Citadel. He also received his Master of Science from the University of North Carolina at Charlotte. Representative Arp is a small business owner and president of Arp Engineering in Monroe. Representative Arp is a licensed engineer in forty different states. He also serves on the Advisory Board for William States Lee College of Engineering. In 2014 Representative Arp was presented with the 2013 Legislator of the Year Award by the Professional Engineers of North Carolina. Representative Arp serves on six committees. He is the Vice Chair of the Energy and Public Utilities Committee.

Summary: Andy Padiak has been working at McAdams for over 15 years on commercial projects throughout the Triangle. He received his bachelor’s degree in civil engineering from Rochester Institute of Technology in Rochester, New York. He moved to Raleigh to start his career and obtain his master’s degree in civil engineering from NC State University. Andy and his team served many clients on notable projects such as the Holy Name of Jesus Catholic Cathedral, the new Wegmans Retail Center at Midtown East, and student housing projects such as Stanhope and The Standard on Hillsborough Street.

Andy and his team have been hired by the Kane Realty Corporation. Kane Realty has been busy over the last 15 years developing many projects at North Hills East. McAdams has been very fortunate to provide civil engineering, land planning, and surveying services for every project at North Hills and North Hills East. Some prominent projects that have been built are the Captrust Tower, Bank of America Tower, Hyatt House Hotel, AC Marriott Hotel, Park & Market Building that includes a two-story Harris Teeter, Park Central, The Cardinal Senior Living Center, and many more. Kane Realty is planning the development for the West Cabarrus Street project.

Summary: Jim Niehoff is a Senior Geotechnical Engineer with NOVA Engineering & Environmental. He holds B.S. and M.S. degrees in civil engineering from Georgia Tech and is a registered professional engineer in 12 states. He has served as a geotechnical consultant on over 4,000 projects covering all 50 states as well as in 10 foreign countries during his 42-year career. Some of his notable projects include the Olympic Stadium in Atlanta, the Wynn Hotel and Casino in Las Vegas, the Ritz Carlton Residences in Honolulu, and the Omni Convention Center Hotel in Louisville. While he primarily works on projects involving new construction, he has served as an expert witness on over 40 projects involving geotechnical failures. He is the author of over a dozen technical papers and articles relating to geotechnical engineering. He served on the Board of Editors of the Journal of Geotechnical and GeoEnvironmental Engineering of the ASCE for 10 years and is a Life Member of the ASCE. He currently serves on both the Shallow and Deep Foundation Committees of the Geo-Institute.

Summary: The program will touch on the regulation of the engineering profession and the Rules of Professional Conduct through examples of how engineers find themselves in ethical dilemmas. There will also be a discussion of the consequences for committing violations.

Speaker: David joined the staff of the North Carolina Board of Examiners for Engineers and Surveyors in 1998. As the Board's Assistant Executive Director he supervises investigations of engineers, surveyors and corporations as well as non-licensed practice. David also oversees business licensure and compliance; continuing professional competency; license applications and renewals; and the Board's regular program of enforcement and education.

David previously conducted criminal investigations in the U.S. Army as a Military Police Investigator. He is a past Chairman of the Committee on Law Enforcement for the National Council of Examiners for Engineering and Surveying and currently serves on the Law Enforcement Advisory Group. David has a B.A. in History and Social Science from Eastern Connecticut State University.

Summary: Because of the need to address the congestion in the I-77/Williamson Road area, NCDOT split some projects out from larger projects for acceleration. U-5817 is one of those projects, it extends Fairview Road over I-77 to improve connectivity in the area and give commuters another option to avoid the I-77/Williamson Road interchange area

Speaker: Doug Taylor has 35 years of engineering and progressive leadership experience focused in staff development, change management, policy/program development and supervision. He recently served as Assistant State Roadway Design Engineer with NCDOT, managing projects in Divisions 10 through 14. His responsibilities included managing the designs and schedules of highway projects, changes in staff, outsourcing project work to private engineering firms and delivering highway projects on budget and on schedule. He is well-versed in AASHTO, Complete Streets, value engineering and context sensitive guidelines with an emphasis on innovative solutions. Before serving as Assistant State Roadway Design Engineer, he served as both Project Engineer and Project Design Engineer with NCDOT.

As Transportation Practice Leader with Stewart, Doug is responsible for planning and design services for NCDOT, municipal and private clients. Disciplines within the Transportation Practice include NEPA planning, community studies, public involvement, roadway and bridge design, pedestrian bridges, erosion control, traffic management, and utility coordination. Doug's goal is to continue to elevate the Transportation Industry and Stewart's influence in the Transportation Industry.

Topic:  An Overview of the Longitudinal Community Resilience Study of Lumberton, NC following 2016 Hurricane Matthew

Summary: In October 2016, Hurricane Matthew caused catastrophic flooding to Lumberton, North Carolina, an inland city in Robeson County with approximately 21,000 people. Impacts from the flooding included all 42 schools in the county, serving 24,000 children, closing for three weeks, and more than 5,000 people placed in shelters or temporary housing by FEMA. The National Institute of Standards and Technology (NIST)-funded Center for Risk-Based Community Resilience Planning initiated a longitudinal community resilience study of Lumberton. The first field study was performed approximately one month after Hurricane Matthew, and collected data on damage to residential structures, and household dislocation. The second field study was performed approximately one year later to collect data on recovery progress for the same housing samples, and a new sample of businesses. The city was severely impacted again by 2018 Hurricane Florence, after which the Center returned for a third time to document damage to the housing and business samples. At the time of this ASCE meeting, the fourth field study will be on-going. This presentation will provide an overview of the project, the longitudinal study, and recent findings on Lumberton's progress towards recovery after successive flood events.

Speaker: Dr. Sutley is an assistant professor in structural engineering at the University of Kansas. Dr. Sutley's research is at the nexus of structural engineering, social science, and public policy, with an emphasis on woodframe buildings and housing. She incorporates holistic metrics of sustainability and resilience into her research, and focuses on developing interdisciplinary science, particularly with respect to hazards and disaster research. Dr. Sutley has extensive background in seismic design and retrofit, full-scale experimental testing, and numerical modeling of light frame wood buildings. Dr. Sutley is part of the NIST-funded Center of Excellence for Risk-Based Community Resilience Planning. Dr. Sutley currently serves as the chair of the Structural Engineering Institute's (SEI) technical activities committee on the Design of Wood Structures, and as chair of the National Science Foundation's Natural Hazard Experimental Research Infrastructure (NHERI) User Forum committee.

Speaker: Caroline Lindquist is a Planning Specialist for the Dorothea Dix Park Project at the City of Raleigh. Previously, Caroline worked for the solar energy company Cypress Creek Renewables. She graduated from the University of North Carolina at Chapel Hill with a major in Environmental Studies with a concentration in Energy and Sustainability and a minor in City and Regional Planning. Her studies focused on green infrastructure, the mental health benefits of green space in cities, and biophilic design. Caroline is also a graduate of the DISC* Program at UC Berkeley which focused on Design and Innovation in Sustainable Cities. She has studied renewable energy policy and sustainable community design in Spain and Germany through the UNC Burch Fellowship Research Group.
