Yadkin Regional Water Supply Project – Raw Water Infrastructure (Lessons Learned) - 1 PDH Hour

The Raw Water Infrastructure Project is part of Union County’s Yadkin River Water Supply Project, which has been developed to ensure a long-term, sustainable water supply to its current and projected future customers in the Yadkin River Basin Service Area in North Carolina. Key features of the project include a new raw water intake in Lake Tillery, a 45 million gallon per day (MGD) pump station with five vertical turbine pumps, and 29 miles of 42-inch and 54-inch mortar-lined steel raw water pipeline. This new infrastructure will help the raw water travel to the site of Union County’s new water treatment plant to then be distributed to residents in the area.

John Shutak, PE

John is a registered professional engineer and project management professional with over 20 years of public and private sector experience in the design, construction, and management of water and wastewater systems throughout the country. A graduate of the University of Illinois at Chicago and the University of Kansas, John currently serves as the Engineering Division Director for Union County Water in North Carolina.

Chris Clark, PE

Chris is a is a registered professional engineer and project management professional with over 20 years of public and private sector experience in the design, construction, and management of water and wastewater systems. A graduate of Virginia Tech, Chris currently serves as the Director of Water and Wastewater Operations for Union County Water in North Carolina.

ASCE SNCB Lunch Meeting (3/24/24)

The presentation will first include an introduction to aggregate piers as a foundation system. It will then cover the industry standards regarding quality control for aggregate piers, as well as the need for modernization of this process. The presentation will also explain how various Civil Engineering disciplines can impact the quality and safety of aggregate piers on projects both before, during, and after installation.

Similar to last year we have made arrangements with the Charlotte Knights to hold our third ASCE Baseball Social.  We will be meeting back in the outfield Piedmont Natural Gas Picnic Area. Last August our second Social Event brought together about 100 people including UNCC Engineering Students, ASCE Members and invited guests. Engineers from 35 engineering companies, local municipalities, and suppliers were in attendance. We hope for this to be an opportunity for Senior Level Engineers, Young Engineers, and Students to network, and socialize while taking in a ballgame at Truist Field.  Turned out a great night for watching baseball, and networking.

Topic: The New Stowe Regional Water Resource Recovery Facility

Our region is growing quickly and that means there will be more wastewater that needs to be processed and treated. Charlotte Water is partnering with the City of Mount Holly and the City of Belmont to implement a regional partnership for future wastewater management to serve communities in northwestern Mecklenburg County and eastern Gaston County.

Charlotte Water is building a new state-of-the-art wastewater treatment facility that will serve northwestern Mecklenburg County and the Cities of Belmont and Mount Holly in eastern Gaston County. By forming a regional partnership, Charlotte Water, the City of Mount Holly, and the City of Belmont will each be able to provide more cost-effective and environmental conscious wastewater management services to their residents and customers, while also ensuring that they have the necessary infrastructure and treatment capacity to manage future wastewater flow projections.

This project is transformational for this whole region because our water resources are best managed regionally. The new Stowe Regional Water Resource Recovery Facility will provide Charlotte Water with the additional capacity and technology needed to process and treat the increasing amount of wastewater produced by our region. The Stowe Facility will be located along the Catawba River in Mecklenburg County, close to where the Catawba River and Long Creek meet. Right now, engineering and final design are underway and construction activities have started. We expect construction to be finished by 2026.

Brian Horton recently rejoined Charlotte Area Transit System (CATS) as their Strategic Planning Manager.  Brian previously managed the Greater Hickory Metropolitan Planning Organization for four years, following his twelve years at City of Charlotte as a Transportation Planner at both CATS and Charlotte Department of Transportation.  Prior to moving to North Carolina in 2007, Brian worked as a Transportation Planner and Analyst for East-West Gateway Council of Governments in St Louis.  Brian has a Bachelor’s in Urban Affairs and a Master’s in Urban Planning and Real Estate Development, both from Saint Louis University.  Throughout his career, Brian has always been passionate about the linkages between land use and transportation planning.

Topic #1: Data/Quality-Based Geomembrane Field Seaming Evaluation

Presenter: Evan Andrews, Chief Engineer, Sequoia Services

The authors summarize the background of long-established geomembrane destructive seam sampling approaches and outline an alternative using data and quality-based geomembrane field seaming techniques. Furthermore, the authors present the data and quality-based geomembrane field seaming framework as implemented in two pilot projects and field studies evaluating threshold welding parameters. By pinpointing destructive seam sampling locations based on installation data, the data/quality-based geomembrane field seaming framework has the potential to reduce geomembrane installation costs while improving seam quality.

Evan serves as the Chief Engineer for Sequoia Services, LLC, providing engineering leadership supporting construction of CCR, dam, and other civil related projects. Prior to working for Sequoia, Evan served as the Lead Engineer in Duke Energy’s Landfill Programs group providing landfill subject matter expertise as well as guidance to Duke’s landfill fleet. Prior to working at Duke Energy, Evan was a regional manager for a landfill consulting firm in the Southeast, a Division Design Engineer with NC DOT and served a variety of roles in the US Army on both active duty and with the NC National Guard. He is a graduate of Clarkson University in Potsdam, NY where he received a BS degree in Civil and Environmental Engineering.

Topic #2: “Un-filling” Your CCR Landfill for Beneficial Reuse – Lessons Learned and Practical Considerations

Presenter: Ken Daly, Principal Civil Engineer, WSP USA

It is not news that coal-fired power and the resulting coal combustion residual (CCR) generation is declining while the beneficial reuse demand remains strong. As this trend continues, energy companies are beginning to reclaim landfilled CCRs to supply the market with sellable-quality materials. Although reclaiming surface impoundment CCRs is also ongoing, reclamation of landfilled CCRs is expected to continue long after surface impoundments have been closed.

The author will review lessons learned through reclaiming flue gas desulfurization residue (FGD, aka gypsum) from an operational landfill. The lessons learned will raise industry awareness, present solutions for reclaiming CCRs, and recommend ways to plan today for future CCR landfill reclamation.

Ken is a Principal Civil Engineer serving as WSP USA’s (formerly Wood) Carolinas Solid Waste/CCR Practice Lead based in Charlotte, North Carolina. He has over twenty six years of progressive experience in the engineering design, permitting, and construction of solid waste management facilities including CCR landfills and impoundment closures. Since 2007, he has served as the project manager, lead engineer, and engineer of record for several CCR landfill and impoundment closure projects. Amanda has worked for Neenah Foundry for 1 year, and was a consultant for Atkins Global for 10 years focusing on airfield design.  She has designed on airports all over the world and has helped engineers select the cast iron products they need.  She used Neenah’s products to create vaults for lighting on the airfield and was impressed with their quality.  Amanda oversees all the engineering from the East Coast, Maine to Florida.  She is the bridge between sales and the internal design team.  She is experienced with scuppers or deck drainage, DWPs, trench, ductile iron castings, and airfield related items.  She helped design deck drainage for the I-95 bridges in Florida around Tampa and the Tyndall AFB trench layout.  As just a small part of the larger build, she values the team’s success and is committed to fostering collaboration on projects.

Mr. Watson has worked for the Charlotte Douglas International Airport for 7 years, and for the City of Charlotte doing Capital Project Management for nearly 8 years with the Department of Transportation (CDOT). He has directed and managed more than 40 projects within the Airport’s Capital Development Program on both the airside and landside, totaling over $800M. Mr. Watson has overseen planning, design and construction of major and complex multi-million dollar runway, taxiway, drainage, and lighting improvement projects. Mr. Rosenburgh manages a team of experienced development and brokerage specialists who help implement the company's real estate investment strategies on behalf of the company and their clients. Mr. Rosenburgh's career has included positions in government affairs and manufacturing.

After working for two years in the Cabinet of the Province of Ontario, Canada, he joined an international real estate development corporation based in Toronto. After a successful career in Canada, he moved to Charlotte, N.C., where he founded Jordan Homes, a residential building and land development company. Deciding to concentrate on land development, he sold his interest in the housing company and established Asset Corporation and US Land Investments, LLC to concentrate in residential, commercial and industrial land development in the Southeastern US. Mr. Rosenburgh acts as a consultant to many Wall Street firms looking to invest in the real estate markets in the Southeastern US. His advisory services have also included work with the US Federal Reserve and The State of North Carolina Banking Commission. Seeking international assets, Mr. Rosenburgh acquired a 50% interest in Chenay Bay, a 50-unit (free standing) resort in St. Croix, USVI. He and his partners founded, developed and sold this full service resort.

Education
Mr. Rosenburgh received a Bachelor's degree in political science from Laurentian University. He has a Master's in administration and marketing from Carleton University and the University of Ottawa. Mr. Rosenburgh completed an Executive Management Program at Harvard University and he is also a graduate of the NC College of Bankers.

Public Service
Mr. Rosenburgh has completed a term as a member of the North Carolina Banking Commission. He has served as a Housing Commissioner for the City of Charlotte and as the Chairman of the Charlotte Planning Commission and a member of the Regional Transportation Board. His most recent appointment is as a member of the North Carolina Works Commission which is chaired by the Governor and develops policies and strategies to enable the state's work force to compete in the global economy. Finally, he now sits on the board for the North Carolina Department of Transportation.

Topic: Concourse A Expansion - Lessons Learned Presentation

Join Chris Tolleson, PE, PMP, the Supervising Project Manager over the Concourse A Expansion Program, and recall the successes and opportunities for improvement on the construction of Phase 1.  This is an overview of some design-related challenges that had to be overcome mid-construction.  Dive into a few Civil and Structural specific details that were difficult to implement or led to rework in some manner.  Discuss the theory behind the challenges from shop welds to load ratings. 

Presenter:  Chris Tolleson, PE, PMP

Chris serves as a TY Lin International, Deputy Program Manager for the Charlotte Douglas Airport, CLT.  Chris is responsible for the oversight of design and construction of Vertical Projects around the terminal campus.  Chris has worked for the CLT Development Department as a City Employee and as a consultant off and on since 2010.  Between CLT assignments Chris traveled to Texas, Louisiana and Arkansas to work in Nuclear Power as a Structural Design Engineer and Project Manager.

Chris has designed and managed the construction of multiple steel and reinforced concrete structures across the southeast in the nuclear energy and aviation industries.  Since returning to the CLT Development Department as a TYLI consultant, Chris has managed the construction of Concourse A Expansion Phase 1, Concourse A Renovation and the design of Concourse A Expansion Phase 2.

Chris is a Licensed Professional Engineer in the State of Texas (TX P.E.), is PMI Certified Project Manager Professional (PMP) and has a bachelor’s degree in civil engineering from the University of South Carolina.

November 21, 2019 Meeting

Topic: Structural Concrete Repair – A Team Effort

 

The subject structure is a structural steel high-rise with a P/T concrete garage below. During façade renovations, it was discovered that an exterior steel column was missing base plate grout and anchor bolts, bearing only on shim packs. Crushed concrete was noted at the post tensioned beam end below the base plate. This finding made the necessary repair methodology a complicated one beyond ordinary patch repairs. 

The repair methodology for the column base and beam involved unloading the subject column by designing shoring and jacking systems, distributing the load to multiple floors. Shoring to ground/foundation was not an option. Subsequently the P/T beam was shored and de-tensioned. Anchor bolts and missing column reinforcement were installed, the concrete and grout were restored.  The P/T beam was re-tensioned and the structure was returned to service.

The presentation will cover technical challenges in: work in a downtown setting, structural analysis and redistribution of the column load, shoring/load frame design, and de-tensioning and re-coupling of P/T. The presentation will include video footage of column lift-off and instrumentation used to monitor the lifting/jacking.
